  Introduction
  
  In energy sector of the world economy the leading part is played by fuel and energy resources – oil, mineral oil, natural gas, coal, energy (nuclear, hydraulic power). Among fuel and energy resources the special place is occupied with oil and natural gas. This group of the goods keep a role of leaders among other commodity groups in international trade, conceding only to mechanical engineering production.
  Russia plays a key role the world market of power resources. Our country acts as one of guarantors of the general power safety and stability of the world in long-term prospect, since a share of Russia in world production of oil more than 12 %, natural gas about 30 %, coal about 7 %. Totally to Russia 10,5 % of manufacture of primary energy are necessary.
  For the Russia the fuel and energy complex (FEC) brings more than 50 % of incomes of the federal budget. Also today the FEC provides 25 % of a total internal product and 30 % of industrial output in the country. Rates of an oil recovery and gas in Russia all accrue, so extraction of natural gas in Russia by 2010 can make 645-665 billion in m³., and by 2020 to increase to 710-730 billion in m³. And under other forecasts it opposite can fall to 30-50 %.
  Now, owing to raw orientation of the Russian economy presence fuel and energy recourses (FER) became a basis of successful development of the regions Russian Federations possessing them.

  The key role of Russia in the world power market on the one hand is the factor of economic and political influence, and with another the big danger to our country since all raw economy are very dependent from world conjuncture.
  Demand, and together with it the prices for these seeing raw materials are characterised by considerable fluctuations, therefore the economy of our country is subject to strong influence from out of that is not challenged threat of national safety and has found reflexion, as in «Strategy of national safety of the Russian Federation till 2020», and «Power strategy of the Russian Federation» [16].
  Universal requirements for oil for last five years grew faster, than in second half 90th years. Today the world daily consumes on the average 85 million barrels. By 2030 this figure will grow to 113 million barrels.
