  Introduction
  
  Now in the world of politics there are changes of priorities – a policy of pressure, threats and confrontation is observed, replaced by a policy of the mediated influence, both outside, and from within. Military power remains the important means of the international pressure, but preferences, even more often, are given not to the military mechanisms of influence which are carried out through economy, culture, formations, mass-media.
  In the USA as to leading world power, process of search of new models of a world order which will be capable to provide stability proceeds. Among set of publications it is necessary to allocate the book for this theme «Fifty key figures in the international relations», transferring general provisions of concepts of fifty most known scientists investigating the international relations [4: 406]. One of Joseph Nye's such scientists who has offered the concept of "soft power» («soft power») [5, 6, 15]. At modern lines the role of "soft power» will increase in interstate relations. In particular Nye analyzes tendencies to reduction of possibilities of application by the developed states of military power for the permission of own problems – because of a mutual interlacing of economy, the big costs connected with application of some forms of the modern weapon, first of all, nuclear, and also decrease of value of military valour and glory in a scale of values of modern postindustrial societies.
  2. Use of "soft power» B.Obama's administration
  2.1 Parity of "soft" and "clever" power in presidency of B.Obama.
  
  B.Obama's administration intends One to increase potential American «soft power». The Most effective way - the international diplomacy. The key role in its realisation belongs to information resources and the control over information streams.
  J. Nye assorts three planes of the international diplomacy. The first – the daily directed illumination of the American foreign policy actions. The second – «strategic dialogue» which the focused discussion of the most important for the USA political themes is meant. The third – development of direct contacts to a foreign audience by means of system of exchanges, programs of scientific grants which allows foreign citizens to get acquainted personally in the United States [5: 102].
  Obama's budgetary strategy, apparently, provides not simply growth of the State expenditure, and change of their structure in favour of modern functions (an innovation, formation, medicine, communications, an infrastructure) at the expense of traditional (defence and safety).
