  1. The concept of instructions for the use of medicines
  
  The law does not provide for the division of information contained in the instructions into information for specialists and information for patients. Information about prescription medicines for medicinal products for specialists in the field of drug treatment may be contained in the instructions for the use of medicinal products; information about over-the-counter medicines for medicinal products may also be contained in the instructions for the use of medicinal products. Since information about drugs is the most important component ensuring its effective and safe use, it should be accessible and understandable both for healthcare professionals and for the main consumer of drugs — patients. Today, the instructions for the use of medicinal products are a kind of compilation of information for specialists and patients [3].
  The instructions for use are an official document and are issued by the federal executive authority in the field of drug circulation when registering a medicinal product.
  Data from preclinical and clinical studies of the drug, post-marketing surveillance, documents on the efficacy and safety of the drug approved by other regulatory authorities, and scientific literature data should be used to compile the instructions for the drug. When registering a reproduced drug, its instructions for use should not include information regarding indications for other drugs that are protected by patent law.
