  INTRODUCTION
  
  Small business is an important element of a market economy. Small business is, first of all, self-realization of entrepreneurs. For the state, small business means constant tax revenues to budgets of all levels and a solution to the problem of population employment. Many years of experience in the functioning of small business shows that the development of the economy of the whole country depends on the degree of development of small business. The increase in the number of small businesses contributes to an increase in the size of the middle class in the social structure of society.
  It provides employment for the population, breeds healthy competition, saturates the market with new goods and services, and also provides for the needs of large enterprises.
  The mobility and flexibility of small and medium-sized businesses, which is not typical for large enterprises, allows them to respond more quickly to changes that occur in world markets. Small and medium-sized businesses are a major factor in sustainable economic growth, value added, employment growth and welfare. Unlike modern large firms that have sufficient material, intangible and financial means to internationalize their activities, small and medium-sized businesses need help, therefore, an analysis of the possibilities of internationalizing the business activities of small and medium-sized businesses is most relevant.
  Stimulating the development of the potential of small and medium-sized businesses is possible only with state intervention. For countries such as Russia, the international activity of small and medium-sized businesses is one of the factors in the development of the national economy. …………………………………………….
