The social contract, as a concept rooted in the days of Plato (Lewis, 1939, p.78), will always remain relevant, since it is associated with the existence of human society. This is confirmed by the discussion of this topic in the Renaissance (Skinner, 2002, p.12) and after it (Boucher and Kelly, 2003, p.ix). At present, the discussion, most acutely carried out by T. Hobbes (Ake, 1970, p.463), J. Locke (Dienstag, 1996, p.985) and J.J. Rousseau (Shaapera, 2015, p.36), continues. It is assumed that it will develop throughout the history of mankind at the junction of the ongoing changes (Benabou, 2000, p.96).

Social contract in modern Russia. Putin"s reforms and their impact on civil society
The social contract, as a concept rooted in the days of Plato (Lewis, 1939, p.78), will always remain relevant, since it is associated with the existence of human society. This is confirmed by the discussion of this topic in the Renaissance (Skinner, 2002, p.12) and after it (Boucher and Kelly, 2003, p.ix). At present, the discussion, most acutely carried out by T. Hobbes (Ake, 1970, p.463), J. Locke (Dienstag, 1996, p.985) and J.J. Rousseau (Shaapera, 2015, p.36), continues. It is assumed that it will develop throughout the history of mankind at the junction of the ongoing changes (Benabou, 2000, p.96). In addition, in the existing communities there will be different points of view, as it was earlier with the adherents of the theory (Appendix, Table 1) and its opponents (Wilson, 1941, p.454).
Analysis of the theory of social contract shows that for every society this contract is important in terms of ensuring the interests of citizens through the mediation of the state. However, the opponents of the theory mentioned above make one think that the state should not have the exclusive right to defend the interests of citizens. It requires other institutions. Currently, one of these institutions is civil society. Along with protest and lobbying activity, it performs sponsorship functions in the social sphere (charity and others) (Van Rooy, 2020, p.197).
In Western democracies, it was possible to coordinate their functioning together with the state (Betts, 1996, p.142). As for developing democracies, such as, for example, Russia, it is still difficult to do this due to the dominance of the state (Oldberg, 2010, p.1). These data determined the relevance of this work, and also allowed to formulate the research question ‘How did V. Putin"s reforms affect civil society in Russia within the framework of fulfilling the social contract?’
