  1.1. Background and overview
  
  In the new global economy migration problem is one of the sharpest and problematic in modern society. It is connected with significant increase in migratory processes because of political, demographic, welfare shocks in the world. In nowadays world migration captured all countries therefore these processes demand to themselves constant attention, and also timely regulation and flexible response to any changes. Today European Union has migratory crisis which arose in the beginning of 2015 in connection with repeated increase in a flow of migrants.
  The special place among other types of migration is taken by educational and labor migrations which are capable to affect an economic situation of host countries positively. It should be noted that educational and labor migration can exert impact not only on economy, but also on scientific and technical progress, globalization and integration of the countries in uniform economic space. Often educational migrants after completion of training find work in the country of education and become labor migrants.

  1.2. Problem definition
  
  International labor migration is defined as the movement of people from one country to another for the purpose of employment (International Organization for Migration, 2015). However, there is no universally accepted definition of labor migration. The term “economic migrant” is sometimes used as an equivalent to the term labor migrant or migrant worker. However, the two concepts may cover different categories. The term “labor migrant” can be used restrictively to only cover movement for the purpose of employment, while “economic migrant” can be used either in a narrow sense, which includes only movement for the purpose of employment, or in a broader sense that includes persons entering a State to perform other types of economic activities such as investors or business travelers.
  The labor migrant (in understanding of the convention of the UN) is a person who will be engaged, is engaged or engaged in the paid activity in the state which citizen he or she isn't for more than 12 months. For lawful activity the labor migrant (and members of his family) has to get the entry visa, stay and the paid activity in the state of work on hiring according to the legislation of this state and the international agreements, which participant this state is.
