A complex program is based on the realistic analysis of terms and resources of municipal entity development. Almost every municipal entity possesses resources that, if used efficiently, may help to stabilize the socio-economic condition and give momentum for further development. There, in particular, belongs establishing of efficient administration, rational use of municipal finances and property. Therefore complex programs contain a set of measures that are focused on the raise of efficiency of use of these particular resources. At the same time measures that are offered in such programs demand almost no extra budget costs, or otherwise the list of sources of extra resources is enclosed.

Introduction
Comprehensive local planning of socio-economic development is focused on the development and implementation of the set of measures that local government takes in collaboration with other municipal entities’ representatives in order to stabilize and develop the economics of the municipal entity, to enhance its taxation base, to raise the occupational level to solve social issues etc.
A complex program is based on the realistic analysis of terms and resources of municipal entity development. Almost every municipal entity possesses resources that, if used efficiently, may help to stabilize the socio-economic condition and give momentum for further development. There, in particular, belongs establishing of efficient administration, rational use of municipal finances and property. Therefore complex programs contain a set of measures that are focused on the raise of efficiency of use of these particular resources. At the same time measures that are offered in such programs demand almost no extra budget costs, or otherwise the list of sources of extra resources is enclosed.
A complex program should meet the principles of market-based planning to be effective, that are: to be not directive but indicative, possess sufficient flexibility and be concretized in annual plans; to take into account actual possibilities of a municipal government; to contain efficient economic mechanisms. The most important is the development of feedback that provides the execution analysis and a possibility for correction during current planning.
Adoption of a complex program makes it possible to pass on a new and more efficient procedure of planning and administration of municipal entity development. The main idea is to hold all the current planning in a municipal entity, a budget one above all things, according to the mid-term and long-term goals of socio-economic development stated in the program.
