  The problems considered above demonstrate that the international community tries to draw conclusions from shocks of the last decade and to take concrete measures not to allow their repetition in the future. It would be desirable to hope that the appeal of the UN Secretary General K. Annan to the world community to be engaged in the root causes generating wars and the conflicts won"t become a voice crying in the wilderness and will get a response in the form of the corresponding effective actions
