  The present Project Proposal offers to study peculiarities of gas industry in Russia. Being one of the basics of Russian economy this field was strictly regulated by the state through its main company Gazprom.   Introduction
  
  Gas industry in Russia, providing half of domestic production and consumption of energy resources, is one of the supporting structures of Russian economy. For a long time, Russian producers and gas consumers have felt the need for liberalization of state gas market (Chernavskiy & Eysmont, 2008). State authorities have perceived this need and adopted new state strategy of liberalization (Russian Ministry of Energy, 2017). It supposes development of market relations and a competitive environment for:
  
  - providing of required level of natural gas production in order to meet the demand of Russian consumers and fulfill contracts for export supplies;
  - reducing the risks of gas supply shortage and possible negative impact of the industry"s volatility on the economy as a whole;
  - increasing of industry investment attractiveness and providing of economic, organizational, legislative conditions for the effective participation of Russian and foreign investment in the development of the gas industry;
  - consistent eliminating of the disparity of domestic prices for basic fuels as a result of state regulation of the gas industry, as well as of all types of cross-subsidization;
  - stimulating the use of alternative types of energy raw materials, intensification of energy saving processes.
  
  It should be mentioned that Russian gas industry is mainly associated with such monopolistic company as Gazprom. It turned to be that in new economical environment this company was undergone pressure from independent gas producers supported by the state. Business model used previously turned to be not very effective. It was expressed in some negative consequences as decrease of gas production and closing of some investment projects.
