  Who are the oligarchs?
  
  Who are the oligarchs? And what are relationships between the State and the oligarchs in Russia? These are very difficult but at the same time very interesting questions which are tried to answer by many economists, politicians and ordinary people in our country and abroad.
  To answer these two large questions we should understand what oligarchs actually are, the economical and political reasons of their existence and people’s relations to them.
  Oligarchs have become one of the big political problems after the collapse of the Soviet Union in the beginning of 1990 -th. We should say that oligarchs are a social phenomenon.
  «Oligarch» is an ancient concept, and an “oligarchy” is defined as «government in the hands of a few» by the Oxford University Press Dictionary.
  The Russian Language Dictionary under the editorship of T. Evgenyeva dated 1984 give following definition of the word «Oligarchs»: A group of the most powerful representatives of major monopolistic capital.
  Initial meaning of the word «Oligarchy» is a certain upper ten, i.e. the power of a few.
  Almost oligarchy has typical features, such as:
  – Influence of illegitimate authorities on country policy;
  – Ability of oligarchic groups for transformations and adaptations to new political and economical circumstances;
  – Availability of conflicting tendencies and interests in elite, which lead to acute contradictions down to open conflicts;
  – Corruption blowing etc.
