    A really safe situation is the one where no accidents happen. Its ensuring requires an effective legislation base, as well as a wide range of programs, measures and practices. The paper studies legal tools and occupational safety policies realized in oil and gas energy sector of the Russian Federation. Also the paper analyzes the best practices of ensuring a safe working environment in Russian oil and gas companies. Besides, the paper suggests recommendations concerning the ways of improving workplace safety in oil and gas energy sector.
    Legal Tools to Ensure Workers’ Safety
    The Basic Law on Labor Protection
    Adopted in August 1993, the Basic Law on Labor Protection includes provisions that ensure workers’ rights to their health protection. Also, it regulates labor relations between workers and employers in all the branches of the economy with no regard to the forms of property.
    According to Article 4 of the Law, workers have the right to: According to Article 9 of the Law, management is responsible for: Article 16 specifies economic penalties for:
    • healthy and safe working conditions;
    • workplaces protected against work-related hazards;
    • compensation for occupational diseases and injuries;
    • full information on existing health risks and occupational hazard, and the measures taken by the company to control and decrease them;
    • provision of individual protective equipment at the employer’s expense. • ensuring healthy and safe working conditions. • allowing unhealthy and unsafe working conditions;
    • the impairment of workers’ health as a result of occupational diseases, injuries or exposures (Stellman 1998, p. 45).

    Best Practices of Ensuring a Safe Working Environment In Russian Oil And Gas Industry: LUKOIL
    Working Conditions
    The primary tool used in the assessment and management of working conditions is the procedure developed by the Russian law called a Specialized Workplace Assessment (SWA). Since January 1, 2016, over 95% of the workplaces in the Russian Entities of the LUKOIL Group are covered by the SWA (Graph 1).

    Thanks to the regular implementation of measures aimed at improving the company’s workplace environment, the share of the Company"s workers engaged in harmful working conditions has been steadily lessening in the recent years (Graph 2).

    Corporate Programs
    Along with fulfilling their obligations under the PJSC LUKOIL Health, Safety, and Environmental Policy in the 21st century in order to reduce the professional and industrial risks, the LUKOIL Group Entities develop and realize the respective corporate programs

    Conclusion
    To ensure occupational safety in oil and gas energy sector of the Russian Federation, companies must meet legal requirements, develop effective safety programs, conduct safety practices, realize safety measures and ensure safety aware behavior to efficiently address issues concerning workers’ safety and reduce the number of accidents in the industry.
