  The theme of environment protection is strategic in relation to the existence of the entire planet . This understanding has existed for a long time and was intensified in the last decade in the framework of the strategy of sustainable development . The reasons were depletion of natural resources, negative environmental events and change of the climate . As a result, the commitment of the countries to sustainable development with economical, social and ecological components is understood.

  Guided by national interests in the environmental and climate policy, Russia is an active participant of the international cooperation in the field of environment protection, in particular the work of UN institutes in terms of sustainable development .
  The structure of the environmental legislation of Russia is represented by laws and regulations based on the Constitution of the country. In accordance with the criterion of the object of legal regulation, these documents are divided into three groups as it is seen in the table.
